Prayers in local government meetings

As the article suggests, how will prayers help a council meeting?

A lot of what is discussed at council is hot air anyway. Council meeting discussions arnt even documented like Hansard for Parliament is. So 5 minutes more of talking to a brick wall to a non existent deity wont harm.

The Beast of Bolsover always goes to prayers in Parliament so he is guaranteed a seat.

While I haven't made a great study of Hansard, I have read verbatim reports of other organisations minutes and I really don't see the need.
