Or do we discount them altogether? At the end of the day, the consultation is done, the results are presented to the decision makers and they decide. If the decision makers were unhappy with the survey methodology, they'd ask for it to be done differently. So how did they fiddle the stats? The results of all consultations are reported to the decision makers fully and openly. The people who do the surveys and report the results aren't the ones who make the decisions. Errrr YES, in any vote, only the people that vote can be counted, just because they didn't respond does NOT mean that they are in favour, thats figure manipulation at best, and dishonest at worst!!!
