In 30 years time, will people be able to afford to go to work?

Benefits or not, it's very difficult for a person live on their own since the cost of living is calculated on estimated household income; the government assumes more than one person lives in a single house. The only thing I can think of is that they get a 25% reduction in their council tax. What are they supposed to do, send out half a person to earn a wage? Sure a single person may save on some fuel but the saving is very small since it costs the same amount for one person to sit under a light or run a TV as it does four people.
