No libraries are protected from closure. Neither are any of the public services supplied by the Council. A library service isn't a building - it's staff and materials. If the Council has to reduce the number of staff employed, then services may go, but the buildings will remain. A number of local library services have been withdrawn since the 1990s, including Hemsworth, Lane Top, Grenoside and Oughtibridge. The buildings are still there, but they are put to different use.

People's perception of public services as buildings is one of the sad facts that Local Authorities have to deal with. When libraries close, there is always a hell of a stink kicked up by local residents, many of whom rarely if ever use the service, but don't want to see the building closed. I rather think that this thread is focussing on just that.
