It's largely based on the Jewish observances of: a. seven weeks (the Omer, from Pesach [Passover] to Shavuos [Pentecost]); and b. three weeks (from Fast of 17th. Tammuz to Fast of 9th. Av). Each of these involves a diminution of frivolity, due to the sombre aspects of the period concerned: the seven weeks less so than the three weeks. The Lent observances derive from these, esp. the pre-period pancaking. Another derivative is the S. American "carnival" (from Latin carnis (= meat)) celebrating being able to resume eating meat after a period of its proscription. So there.
