Is there a way of privatising fresh air?! :-) Was that when you got your water out of a well and the sewage flowed freely down the streets? I'm not saying the water companies are perfect but there's a cost to everything. At least if you're on a meter you have the opportunity to control what you use and therefore how much you pay.
