Minimo
Another failed government policy. Close all the mental hospitals and have care in the community. But like all 'social' services which include Social Services, Probation, Mental Health teams etc, they are disastrously underfunded. There are far too few inadequately trained staff to cope with the workload expected of them. Add to that the lack of a treatment that will control 'dangerous' elements of a mentally ill person's personality while still allowing a quality of life (ie not 'spaced out' on zombie drugs) and it is no wonder these tragedies happen, and will keep on happening until better solutions are found. Plain Talker
Ok, so, to update the case, The man arrested was found guilty, this week, and was handed a life-sentence, with a minimum 20-year tarrif. http://news.bbc.co.uk/1/hi/england/8691651.stm The case was examined, and experts ascertained that he was not actually suffering from a mental illness, but exaggerating his condition, because he wanted to be taken into care, and be looked after. It's dreadful, IMO that someone should try and hoodwink the authorities at the expense of the genuinely in need.

Oh the naivety..that's what people do when they are facing a life sentence for murder, how many people up on a murder charge actually plead guilty, they play the game and the system.
