That's rather depressing. You mean to say that no matter how many fines and points people rack up, it still won't ever occur to them that they can stop collecting both just by sticking to speed limits? If it's all about awareness and reducing accidents then making someone instantly aware that they are speeding is a considerably better solution than hiding someone behind a tree. If you are likely to crash into the back of some body who "clams on their anchors" you are driving too close. What if they "clam on their anchors" because a child runs into the road?
