Can anyone explain about the 'Vigilant Guardian' hijacking drill on 9/11 where the US were practising how to react to hijacked airliners being used as weapons to attack buildings of significant importance like the White House etc ?

on a related issue, does anyone have any opinion as to the four/five men who were seen celebrating when the towers came down, in america?

 

apparently the got arrested that day, but im not sure what became of them.

 

i also dont think that they were of arab descent...?

You are using the fact that the US shot down 59 airliners since 1970 as supporting evidence of a conspiracy.

 

So do you think they did shoot down 59 airliners? If not, how many did they shoot down?

They were Israeli 'contractors' who were arrested after someone saw them celebrating with 'high fives'. After being interrogated by the FBI, they were deported back to Israel.

For some reason the hijackers are not included on passenger or victim counts anywhere, including the flight manifests on Wikipedia. This is a bit weird, I'm guessing it's an American thing so as not to offend people by grouping them with and referring to them as 'victims'.
