If there is a very good chance she will say yes, and you have the budget, I hear the girls love Paris. But, if you're not too sure of her reaction, maybe a nice meal somewhere local, I mean, last thing you want is to be stuck at the top of the Eiffel tower with some girl that just said no. If she loves you shell say yes and it wont matter if you propose on bended knee outside Maccy 'D's or after a 5 course meal at a michelin stared restaurant.
