You've seconds to react. Do you: a) Defend yourself appropriately b) Let the protestor make the move, regardless of what they are carrying and arrest them after they've finished? Simply having something in your hand is not a good enough reason and should not even be taken into account... unless she waved it in his face - which she did not. I see, so if someone comes at you with a knife about to attack you would say: "Please put down that weapon so I can arrest you"?
