It's a little hard to argue that he wasn't in possession of an illegal firearm when he walked into the police station carrying it, and handed it over in person. It's even harder to argue that this won't end up discouraging others from handing in firearms. Still, better out on the streets than locked away or destroyed by the police. The individual concerned did not report finding the firearm at the first opportunity. Neither did he hand it in at the earliest opportunity, nor immediately after reporting it.
