To the world at large, they are probably not, but people tend not to live in the world at large; they tend to live on streets. A better solution would be to scrap cars altogether and people living near where they work, but people would rather have freedom of movement than their own health and a clean environment. So that will not happen. What a very strange world you inhabit. You assume that whole families work at the same place and that people's main need for owning a car is to use it to go to work. Presumably in this strange world people move house whenever they change jobs. I drive around 6000 miles per year in my car, and not one of those miles is done travelling to work.
