Err no, most of the reported places where people couldn't get to vote were in the small hundreds at most, and in most cases those seats had much wider margins between first and second place for the numbers unable to vote to make any difference to the final result. Not really, the rules actually state that you need to have ballot paper in hand by 10pm to be eligible to vote, so it's not null and void since the regulations in these cases was adhered to.
