There is nobody else in the shot other than the injured persons in the wreckage. The fact that a photographer will take pictures rather than or before helping persons in distress is a bit sinister, similarities to what happened when Princess Di's car crashed, why help when you can just stand taking pictures, shameful behaviour imo. I understand the sentiment you are making and I broadly agree, but in this instance you can't be sure how far away the photographer was.
