In the age of environmental awareness should shops, office and other premises turn off their illuminated signs and window display lights after closing? I've noticed that it's more common in the UK than in other countries.

 

Is it necessary or is it just a little ego massage for proprietors, a little one-upmanship and pride in their premises? Should they be encouraged to set a good example?

 

Would a local 'lights out after closing' by-law be popular.

Frankly the illumination they provide to high streets at night is welcome given the miscreants coming out of the pubs these days

 

It is a commercial decision. The shops and businesses have to pay for the power but obviously judge that it allows customers a chance to window shop. Warehouses and supermarkets tent to leave internal lights on so that burgulars are visible on security cameras.

in many cases this is a requirment of the insurance cover
