Flags were devised as a rallying point for soldiers in battle, and to indicate the Kings, or Staffs tent. The first national flag, the Union Jacques was used on British ships to show the world that Scotland and England had forged unity. It was invented by King James, and said to other European countries, dont mess with us, we are bigger than you. Nothing to do with football or working men, purely a wartime or political tool.
