What about any decoration for bravery and hard work, military or otherwise? What about people who have commited acts of bravery and selflessness who have not been in a position to be recognised by having a medal pinned to their chest? I do see your point in all this but the old graveyards are full of heroes who should be awarded the same respect as a Victoria Cross holder.
