Could you not drop an email? I personally wouldn't go down any official channels or speak to school until you've tried to resolve the issue with her directly, as it could inflame the situation. Well, his mother sounds depressed and I've seen the effects that living with a depressive parent can have. @Bloomdido - could you not try mediation and see how you can come to some kind of an arrangement to ensure that he gets to school on time?
