Most holiday insurance policies cover everything other than what has actually happened. I don't know how they get away with it but it always seems to be the case. People are cancelling the holiday because the company cannot guarantee to deliver what is in the brochure. If you book a beach holiday and the beach isn't there, you are entitled to a refund.
