In post #144 you were saying rent was dictated by the market; Wrong. The cost of housing is dictated by the market. And doesn't local housing allowance drive down HB levels in the privately rented sector - ditto rent restructuring in social housing. Unless they are paying more than the level HB would pay to a landlord, then why doesn't the landlord rent to a more profitable customer, for example, one on HB.
