In fact under the terms of the bill a vote of no confidence can still force an election at any time. Plenty of time for the bill to get mangled as it goes through the various stages on its way to the statute book. A fixed term parliament does not mean it can stay in power no matter what. It still can be voted out with a no confidence vote. That has not changed.
