To be honest, it goes on all the time in many countries and on many continents. He or she probably doesnt unless they have some solid connection with pakistan (for the record i dont think they do) but i think when they said 'it happens all the time', they probably have a point. An unprovable point but a valid one in my opinion. You only have to look at the way some muslim countires treat their own people, women in particularto see they wouldnt have any problem beheading or generally being unsporting to anyone they take a dislike to. Recently a convicted paedophile was murdered in a British prison, if video footage had been available of that I'm sure it wouldn't have made an edifying sight, yet a significant minority still celebrated his death.
