And since people really aren't bothered by having their bodies revealed, I 'd say dispense with the scanner, and just have a booth to undress in. It's a bit slower, but you can easily expand your system at very low cost to accomodate 5 or 10 passengers in individual cubicles. You can have a trained and vetted security attendant watching each cubicle from behind a one way mirror, and no photographic record will exist. You simply step into the booth, remove your clothes, make one or two full turns with your hands in the air, replace your clothes and exit. This prototocol will cost much less and can be implemented worldwide, even in the poorest countries who may not be able to afford a hundred grand for a whizzy scanner. The airport is always so busy, the security don't have time to dwell on someone's x-ray image. I am a retired nurse and believe me I have seen many many naked bodies, no point in bothering about a split second scan. But what about the fact that the risk from these machines is the same as the risk from being blown up in a plane?
