If he's juvenile enough to refer to some Tory politician or other as "Bumface," he's probably juvenile enough to refer to any one of them as it; so no, it's not obvious which particular one he meant. I believe CNN was the first 24-hour news channel (so far as I know, even the World Service doesn't broadcast constant news and nothing else), but even so it was indeed a patronising question.
