My mate's former landlord says that he had to repaint the entire bedsit due to a few small holes (pictures hung by permission) and a patch of paint on three walls. Decorating usually comes under general wear and tear...not as a means of withholding deposits. Unless of course your friend has trashed the place. No, he was respectful and tried to remove pics etc carefully. The landlord even commented that he'd looked after the place (which was brand new when he let it) when he had an inspection.
