Really? I thought it was a chap called William (forgot his surname) from London who came up with the idea. He had campaigned for years back in 1907ish for the Goverment to adopt the change of the clocks going forwards & backwards as we would be saving more hours in the day. (I maybe wrong) I don't know who had the original campaign, but your timeline is about right. It was introduced during the First World War.
