Surely being able to trace who actually banked the money is more significant than the reg plate ?

You are asking for a change in the law. I am not saying that this should not happen, merely that there would not be much point if the relevant bodies cannot be bothered to enforce the law anyway.

 

There are only ever thieves where there are people willing to trade in stolen goods.

It would not be too hard to close down all the crooked yards and leave the thieves nobody to sell to.
