Is Guernsey International when phoning?

I grant you all that; nevertheless, TalkTalk's terms and conditions specify "UK numbers," not "numbers which are part of the UK network."

 

They shouldn't, but they do.

 

UK numbers means "numbers which are part of the UK network." Ie a geographic (01/02/03) number within the UK network. To charge for an international call you must specify a tarrif and it must actually be an international call, ie you must dial an international code before the number thus alerting you to the fact you are making and will be charged for an international call. The UK's dialling code is 0044, Gurnseys dialing code is 0044. Talk Talk don't specify a seperate international charge for dialing the channel islands, or the isle of Mann for that matter because they are not international calls, they are within the UK numbering plan and it is impermissable to charge different rates for calls to them than any other UK number.

Unless you actually wrote TalkTalk's terms and conditions, you cannot know that.

 

Their terms and conditions are completely irrelevant. All telcos have to comply with the numbering plan as part of their licence. They can no more decide to charge 5 times as much for calling Guernsey than they can for calling Grantham. The whole point of the numbering plan is that consumers are informed by the number they dial of the charge band it will fall in. Operaters can charge what they feel they can get away with within a given charge band, they can't break that charge band down into their own categroies. 01/02/03 is a single charge band, it does include the isle of mann, jersey and guernsey and no operator can charge different rates for different numbers within that charge band.
