This article from the Manchester Evening News came up on my google local news section - has anyone got any idea what the headline means and what the hell it has to do with the article?

Bears aren’t fazed on Sheffield stage

Chris Jones

December 07, 2010

Labour are set to take over control of Rochdale Council, ending the Liberal Democrat and Conservative coalition that has ruled the authority since May.

Following a wave of resignations from the Lib Dem party, the coalition lost its majority and now the two parties have walked away from the coalition.

The void will now be filled by the Labour, who with 22 of the 60 seats in the council chamber will operate as a minority administration and will rely on the support of Conservative and Independent Alliance councillors to ensure a majority, although this will not extend to a formal coaltion. The Liberal Democrats will now go into opposition.

The Labour group are now working on an alternative set of budget proposals to save £50m by next year.
