Should the army be brought in to control violent demonstrations

Could the police have been moving him to a place of safety ?

If that is their excuse then the irony is crippling, pun intended.

To quote Orwell:

... always there will be the intoxication of power, constantly increasing and constantly growing subtler. Always, at every moment, there will be the thrill of victory, the sensation of trampling on an enemy who is helpless. If you want a picture of the future, imagine a boot stamping on a human face— forever.

-George Orwell - 1984

All brutality has to be opposed.

And that is the role of the police. They were reacting to a situation caused by others.

You're wasting your time, some oh here see no good in what the police do, until of course they need them.

Police do good and bad. A policeman arresting criminals is doing wonderful work. A policeman controlling protest is doing hard work. A policeman dragging a man in a wheelchair onto the floor is doing wrong. A policeman beating someone so hard they need 3 hours of brain surgery is doing wrong. A policeman riding an horse into a group of people who have no means of escape is doing wrong. It can't be called any other thing.

Chris you are putting your interpretation on things as the police will put their interpretation on things.

1.. Why was the man dragged out of the wheelchair ? There will have been a reason. You may not be aware of or agree with but you did not have a duty to maintain law and order.

2...The man injured by the baton. Maybe the police officer was aiming for his shoulder but the blow was deflected.

3....The horses pulled up before going into the crowd as I saw it. Are you sure there was no means of escape ? The use of horses for crowd control are legitimate police tactics.

It is so typical of the way things are distorted, those horses and riders are trained to the highest level which certanly doesn't cover charging into groups of people, like you I didn't see any horses actualy charging into the crowds, up to yes , into no.
