Easiest thing to do would be make it mandatory.

 

Australia does. As long as there is an option to Re-open nominations then that's fine by me if you make it mandatory.

 

In fact I'd go so far to say that if RON wins the election, everyone standing loses their deposits and gets fined for being too boring to be electable but that's a bit too much probably.

That's only true if everybody who voted in an election for the next 50 years voted Labour and if that happened it wouldn't matter how many people couldn't careless.
