Now, a very slight reduction in speed would save 200 lives a year. Think those lives are "irrelevant"? Where did irrelevant come from, it isn't in the bit you quoted... Even your made up numbers claim that the speed reduction would reduce road deaths by less than 10%. So it's not a major cause is it, thanks for proving my point.
