Should music teachers be allowed to touch children?

Still, if one legitimately had to say, "I didn't see" or "I went to the ...", then the system falls down.

 

Any system is open to abuse and circumvention. By setting up a system where music teachers have plenty of witnesses to their actions, a school is putting in place reasonable safeguards.

 

Of course, some devious people will work their way around it, but they would do so anyway. The run of the mill, day-to-day teaching should be able to continue without any fear though.
