This moron wants to reduce prison population,so what does he do. Closes three prisons , and with the Governments reduction of police officers, means that there will be less people caught, there bye achieving his aims.But now watch crime rates begin to soar at the expense of the rest of us. Do these decision makers live at a higher strata of society or are they just blind to everyday living:

As a well-known and highly paid lobbyist for the tobacco industry, what Clarke ought to do is to allow, and even encourage, smoking in prisons. This would increase the mortality rate amongst prisoners, so that fewer prison places are needed

I would have thought more prisons would be needed, now judges and magistrates will be giving more lenient sentences- the whole judicial system needs overhauling
