Allow locals to fish up to 5 miles off the coast and any boat found between 10-50 miles off the coast will be destroyed. It wont take long before the pirates are either dead or give up being pirates. you could just do this after Somali waters, which is far wider than 5 miles. but good on the saga louts, as john turner calls them. Those onboard the bigger ships will have the upper hand and should be able to pick the pirates off before they even get to the ship. Either that, or when they try to board.
