It states that at the bottom of the screen. It's dependent on folk reporting stuff that's against the rules. The mods can't be everywhere and see everything on the forum, you know. The members of the forum have to report things or it all falls apart. Although, can I just point out that everyone is spelling grammar incorrectly.
