Unless he's been going through this mans mail or monitoring what he looks at on the internet there's no way he can unequivically say that it's uninsured. If you're not on there, you're not insured. http://www.taxdisc.direct.gov.uk/EvlPortalApp/ Click on Vehicle Enquiry, and that will tell you if the car is taxed.
