Yes, this is probable true, but council estate tenants are hardly going to have off shore tax havens, are they? I'm in no way condoning fraud of any kind, but I can totally understand why the very poorest in society might be tempted to try and increase their income a little. Someone who owns hundreds of thousands of pounds worth of property doesn't really need to do this though! They are hardly on the breadline. It just seems worse when those on the fiddle are wealthy, what annoys me are the loopholes that have been created for certain people and businesses to exploit !
