Maybe he took the view it was going to pass anyway, and he had bigger fish to fry? Ah, so you mean that he only wants Parliament to be accountable on his own terms. Political opportunism. In any case nobody is destroying "post-war welfare". the proposed changes to the welfare state and provision of public services were not part of any of the parties manifesto's. a change as large as this, should be part of a manifesto and a mandate for it should be sought.
