Students are exempt from paying council tax, come to think of it, quite a few other groups are too. That 25.2% estimate of mine is going to be an underestimate! Does it for example include things like hostels which depending on their nature could include many dwellings inside a single building but because the building is exempt is only counted as one dwelling?
