chem1st
What with car insurance being so expensive, perhaps people who cannot afford insurance could pay for pedestrian insurance and if in an accident with a vehicle whilst walking or on the bus, they get a car. Perhaps with a minor injury clause, so people getting their foot run over on purpose to try and scam the system end up with a mobility scooter and prepaid bus+tram+train pass.
