Politicians never do, they think the people at the frontline "don't understand" about things, it's too "complicated" for them. They'd much rather listen to consultancy companies and focus groups. "81% of GPs are now keen to implement our proposals" he said (or words to that effect). So, not just spineless but a bare faced liar too.
