With the sole exception I stated, the prohibition is not merely a ban, it's a ban of such strength and vehemence that even expressing an opinion on a Bill currently going through Parliament would be likely to see the monarch forced to abdicate within a month. As for announcing a political decision would be made entirely off their own bat ... well, actually, given the number of politicians who would probably explode with rage, maybe it wouldn't be a bad thing.
