If prisoners are unemployable upon their release, they'll have little option but to turn back to crime again. It almost certainly is not the whole answer, and for some prisoners it won't make a blind bit of difference. Some people are criminals because they have, for one reason or another, never really believed they had any better alternatives in life; some people are criminals because they've rejected other alternatives. Some people can't manage in normal society so prefer to go back to prison some can't shake off the stigma of being in prison so return and some don't have the skills for anything but prison.
