I believe in the reintroduction of slavery and lifetime banning from the internet of anyone with an IQ less than around 70. As for pay, clearly as slaves, they would be equal to the other thickos and probably be too stupid to work out they weren't getting the same as the master. A high wage would be totally wasted on thick people but be handy for bookies, landlords and door to door salesman who would do a good trade convincing the stupid they were in possession of a brain if they buy a set of Encyclopedias. I'm not talking about the lazy or feckless, but if someone is a willing student and has tried their best, but failed, why should they be paid less? A road sweeper may be born less intelligent than a Dr, but it's not their fault. so they should be paid the same? Why should someone who's brain is less able than someone's which is, be paid less? Most jobs only require a certain baseline of intelligence, and it's generally pretty low actually. They often have a higher requirement for education or experience, but that's not the same thing. The only jobs that actually require extreme intelligence would (I'd say off the top of my head) be jobs in research and academia, scientific jobs and highly creative technology based jobs...
