Should poor people get priority for allotments; The unemployed, low wage workers, asylum seekers whom are forbidden from working legally and fellow European/A2 nationals who are denied access to the social safety net. Yes, and those of us who have cars should give those away to these people and use the bus instead, or better still, walk! We should let them sleep in our beds and give them our life savings. Allotments peaked in this country at 1.4million in in 1943 - amount of allotments = 3% of the poulation. Down to 500 000 in the 1970s. And then 300 000 in 1996. Demand for allotments is there though. We can make new cars, people can buy their own, they aren't stopped from using cars due to the car ownership of others. The same with the rest of your examples. I do believe that nearly everyone's behaviour is effected by incentives though.
