I think you'd be hard pressed to find a smoker that isn't aware of the dangers of smoking so if that doesn't stop them, then the pack being green surely won't! If the tobacco manufacturers were all required to use the same packaging (with no brand names) there would be little point in them wasting money on advertising and tobacco marketing in the UK would become very difficult.
