dosxuk Posted June 23, 2011 Share Posted June 23, 2011 I presume new road construction will include the necessary costs of claiming the land and paying market rate for it. Resurfacing won't have that cost, the cost of laying utility drainage, of levelling terrain and providiing road bed etc... It will have the costs though of dismantling the existing road, removing it from site and making the site suitable for laying the new road (standards have changed since the majority of existing roads were layed).
