Why are railway staff allowed to use 1st class for travel

The 1st class carriage from Derby to Sheffield is invariably populated mainly by people travelling on network rail passes...

I understand why they get a pass, but I don't understand why they're travelling in 1st, doesn't this devalue it for the few who are paying to be there?

Its only senior gaffers who get to travel first class, the rest if the workforce get standard passes. The general rule also being that if there are fare paying passengers who have first class tix, they get priority over those with rail passes
